Interoperability Barriers in South Sudanese Health Facilities: A Mixed-Methods Study

Abstract
We surveyed 42 facilities to characterise technical and organisational barriers to health information exchange, finding infrastructure gaps and fragmented identifiers dominate.
Methodology
Mixed methods: structured surveys, record audits and key-informant interviews across representative sites.
Findings
Facilities with dedicated data officers were 3.2× more likely to submit complete monthly reports.
