Adoption of DHIS2 in Conflict-Affected Settings: Lessons from South Sudan

Abstract

We document the deployment of DHIS2 across South Sudan’s health system, highlighting infrastructure constraints, capacity-building approaches, and strategies for sustaining digital systems in fragile contexts.

Methodology

Mixed-methods design combining quantitative analysis of routine data with qualitative interviews of health workers and managers.

Findings

The study finds that targeted capacity building and mentoring significantly improve data quality indicators, and recommends institutionalising such programmes nationally.
